Alien scarecrow has never unlocked despite me seeing two meteors events already.

I never knew this was supposed to be unlocked at Concerned Monkey after these satellite/meteors events happens so I can't recall any steps what could have led to not unlocking. I have seen two meteors so far and have harvested it. I'm currently in Y3 Winter and I have never unlocked it at the shop still and I am trying to to wait for the event to happen again to check but I feel I'm so far into the game now that I'm unsure how long I would want to wait.
