I initially thought it's a limit ingame for restoring too much a day, but I've been getting it more often. I play the game at 50% rate so it's always +2, but very often it stops at 439/531 or so.

If I return to the hot spring, it continues to increase till it's full.

I have also had this occur, 3 times that I'm aware of. Once was basically after only 2-3 energy restore ticks.
Leaving and re-entering the water was sufficient to fix it, so I kind of forgot about it until seeing this.

Normally I spend almost all my energy in the morning watering the farm, or general foraging around the island (including digging up stuff or catching bugs)
Then I spend 11am - 3pm in the hot springs.
