I’m up to 10 hearts with Rafael but I have no idea why I’m not progressing. I give gifts and do outings with him a lot, but he still won’t marry me. I don’t know if I’ve seen all the cut scenes and can’t seem to find a list. I’ve seen the wiki and tried to initiate by visiting locations at the right time and season, but seem to have missed one? Is there any way to see an
in-game tracking system as I’m on year 5 and keep doing the same things to no avail.

You have to see all of his cut scenes, you need the level 3 house, and for Raf you also need the mid forest unlocked, because the 10th heart scene is there. https://coral.guide/npcs/Rafael

I have the house and I think I have mid forest - that’s the area up the stairs, right?
My town ranking is almost to B… no idea why as I’m done with the ocean and almost done with museum. My alters are stuck since some of the items needed are not available until B rank (llama, cactus, etc). Wish the wiki had more info on how to the rank up.

There isn't really trick to leveling up. Cleaning the ocean will get you to rank C, and then you just need to donate to the museum and complete bundles.
