Steam achievement not triggering

The steam achievement ||Coral Island's Sweetheart: Reach heart 8 with all townies|| is bugged. Not only should I have gotten it as I ||have 8-10 hearts with all townies|| (reached before update 1.1), but according to Steam 0.0% of players have gotten it. I can't imagine that not even 0.1% of players have managed this, especially since you can achieve this by ||giving gifts to all the townies|| (which takes work, but not as much luck as e.g. ||Fishing Mania: Complete Fish Collection|| which has 1.9%.

I was having a similar issue with Multi-Level Gifting: give a gift to all townies not triggering, but then I gave 1 gift to 1 townie and the achievement triggered. Unfortunately, as I already have full hearts with all townies, I don't have a way to gain 1 more heart to try to trigger the Coral Island's Sweetheart achievement.
