Level 10 but missing 1 skill | Stairway Games | Page 1

I just got to Level 10 in Diving but I don't have the skill for double kelp unlocked. And just realised it's the same for Mining where I don't have the skill to destroy surrounding rocks at Level 10. However, at Level 7 I have all the skills for Farming. I know I used the Elixir for farming once or twice and ranching but I don't know how I'm supposed to get the final two skills for Mining and Diving if I can't level up. And I don't find it's effective/worth while to use my limited Reputation points for Elixirs unless it's for something I haven't level up enough yet.
Is this intended or a bug? Do I have no choice but to use an elixir? Or will I eventually gain a skill point randomly

This is intended. You get one point per two levels, so you only unlock five points through leveling up.

Ah okay so then if I want the 6th one I'd need to use an elixir?
