That is not a gem intended for the museum. I can see how that name is misleading, though.
The earth gems for the museum are:
Black Opal
Diorite
Fire Agate
Granite
Jasper
Lepidolite
Marble
Morganite
Pink Crystal
Red Beryl
(i.e. the gems that can be found in the earth cavern of the mines, or from earth geodes [[also available through mystery geodes]])

Thats the bug. For me/ us it shows as a donatable item which is preventing us from completing the museum

I would recommend hovering over all the gems in your journal and making sure they have all been donated to the museum. The Earth Gem is not meant to be donated and is not required to complete the museum

You've only donated 9 of 10, and I listed off the 10 gems that are in the Earth Gem category. Check those ten.
