Fail to play action A_PlayerStartDiving_Montage

Reproduction Steps:
When I am on the pier and dive down to try to trigger the next cutscene where Princess Mira visits the surface for the first time

Repro Rate:
Every time I try to trigger the cutscene by diving down. I don't get the error message if I teleport underwater and swim toward the meeting point but the next cutscene won't trigger

I had the 1st cut scene but also get this message everytime I go diving by the boat/anchor. I have not moved the anchor since the 1st cut scene.
