I just started a new character and once I was allowed to control my character for the first time, I had no tools, no seeds, nothing that is usually there on start up. I will note (just in case), that it is an old Early Access save that I was finally putting into ng+ and I did skip the intro cutscene and selected to disable tutorials. Other than that, business as usual when creating a new character.
