I am Rank A, all alters done, all mines done, and museum done. I have the quest for the giants to go to the savannah, but the bolder is still there. I am also not getting a quest for the Merfolk people. I go into the ocean and nothing special happens and no quest. I went to the alters to try to talk to the goddess and she doesn't really say anything. I'm so frustrated.

Not sure about the merfolk, sorry. The quest for it should come as a letter in the mail from the King. How many days has it been since you hit rank A? It did take several days for me. Between the town getting cutscenes and the community center changing to rank A.
Did you by chance get a cutscene from the goddess of the Savannah bridge being built? If so, try using your pickaxe to break the boulder. It was there for me and gave me gold when I broke it with an Osmium pickaxe.

The boulder isn't part of any questline. You just need to break it. You can break it any time.

I hit rank A and finished everything well before the update happened. I'm on Spring of Year 3. I had no idea you could just break the boulder. I'll give that a shot and see what happens. I never got the cut scene from the goddess.
