Reproduction Steps: Try to attack an enemy when health is below max. Combat Medic does not provide any health recovery.
Repro Rate: Fairly often

Hi again @wicked gulch. I've checked this with the teams, and they confirmed the 30% on the Combat Medic mastery follows a probability system. So it doesn't apply to every monster that you killed 😄
