#Didn't get the Social Butterfly achievement/badge (and A New Chapter)

I noticed that not only did the marriage achievement/badge not pop for me (which I know is already reported), but I also haven't gotten the "Social Butterfly" badge or Steam achievement despite being 8+ heart with 29 NPCs (including my spouse)

I'll add to more info to this bug report. This achievement/badge only triggered for me when I got all the townies up to 8+ hearts.
