So I got town rank b and it said i unlocked the savanah but it does not seem to be opened. I went next to pauls house and its just a cliff.

Savannah is independent of town rank. You need to offer 18 bundles to get them.

I got town rank B, 23 offering bundles completed and still can't seem to unlock the savannah.
Is there another requirement to be met?

The Savannah area unlocks after completing 18 offering bundles
You must break the rock by Anne and Paul's House
Free all five giants
