so karens scene for running for mayor has appeared for me five times now

Same. I've gotten to points where I've gotten Sam's reaction (while he's at the shop), Pablo & Rafael (at the blacksmith), Joko and Dinda (at their home), and Frank while he's at Fish-n-Sips/Tavern. But I didn't get any more, and the next year in game it repeated Karen's Mayoral Announcement again (once a week every week in the Summer currently)
