I was initially looking for Jim cause it is his birthday and I want to increase my relationship with him but I couldn't find him in the island. When I clicked the Find NPC on the Relationship Tab, It took me to an area South West of the Map. I shared a screenshot of it. So far we have the Jungle on North West and Savannah on the Northern Part. Are there any unlockable areas as of this patch other than the one mentioned above? I also found the Mayor on the Southern Part of the Map as well.
For Context, this is on Year 2 Fall 6 Saturday. Sunny Weather and its around 9:20 AM.

Nah, it's a bug that makes so NPC marker placed into the void. A bug report had been made for this problem specifically ( #1268626192970547210)

Oh no, let me reiterate; they're just markers. NPCs are most likely in the Beach Shack (Connor for his usual business met-ups, and Jim and Yuri are playing chests)

yeah, not a bug, but weird gaming rules. The same way that sometimes when you're in a building and you zoom out, you can sometimes see other buildings. Because the inside of buildings have to actually exist somewhere in the game, so there's usually one zone somewhere with all the interiors.
Same thing with the NPCs. They have to 'go' somewhere when they're not around
