When/how do I trigger the Town rank A town celebration/meeting? I got the message from the mayor but have failed for two days running to actually trigger the meeting/cut scene. Can anyone help?

It will trigger on a sunny day, the day after you get the letter. Go into town and it will trigger.

Ah it was snowy when I tried. Also, should it be Rank A with an incomplete museum (I'm nearly there but not quite)?
