When using either the teleport waypoints or sesajen to teleport to the underwater farm it doesn't move you. it still gives the little mini blackout of the screen and sound as well as uses up a sesajen (if used), but you don't move at all from the location you were in when you teleported. This goes both when trying on land and underwater.

Have you placed something close to the teleporter? If so, try removing it to free up the space to teleport there.
