Takeba clearly lives on Coral Island. You can interact with him and there are a few events with him.
Why isn't Takeba considered a townsfolk? It makes his backstory that we know of even more depressing that he's excluded.
Suggestion for upgrading Takeba to fully recognized townsfolk.
