I've reached Town Rank A but she still hasn't appeared? Is there a way to trigger this?

You need to complete all the town rank A story cutscenes (this will take about a week to do - all story cutscenes will require sunny weather to trigger, & there is many overnight sequences & triggers to occur as well)
Once those are done (when attractions become available) then go to the lake (top left corner of greenspace beside temple)
This will trigger the intro cutscene with Goddess for the heritage rank S questline for the guardians.
It is this questline which is required to access her.
(Bc questlines intro cutscenes gives you ||the special item in journal required to access guardians||)
