how to unlock ghost in the journal UI?

I'm trying to complete all entries in the journal and I've encountered the ghost before but as far as I know theres no way to talk to them right? I've only managed to run underneath and spook them so they drop stuff

You can spook them?? Can you explain how? Also I’m sorry friend but from what I’ve heard it’s just not able to be done yet
