Currently am in winter and I can barely find any sea rocks to get the stones or fragments to do upgrades to tools or sea farm tools. Are they seasonal or are they suppose to be rare to find once you go crazy on smashing them open?

if you're talking about the solar fragments/orbs, afaik they're not seasonal, but getting them from rocks is a bit rare. you can also smash the ones on the beach for extra rocks that are quicker to find!
Cho Oyu sells the orbs in her Oracle Chamber for 1000 though if you want to just spend the coins! You shouldn't need too many
