Hi, I'm at Town Rank A now and I've unlocked the ocean farm, Scarlet Expedition, CoM, and freed the last giant.
I'm not sure how to trigger the quest for mural offerings and for attractions. I've been going to the lake temple for a few days now but it's still not popping up. Am I missing anything here?

Has there been a cutscene where the town hall gets flowers on them and the people gathering inside the town hall?

No, only the Town Rank A celebration cutscene

You need to wait a few days more after getting Town Rank A celebration cutscene for it to occur, then once you went through the cutscene about attractions, you should visit the lake temple. Whether it can be triggered right after the cutscene or after sleeping the night is unknown to me.
