mermaid tail gone of the list?

so when i got the choice to choose a tail this tail was in the choice options
next time i come over its gone, i restarted the game still not there.
is this tail special or lock behind a older DLC?

It was a bug when its avaiable at Cho's shop. youre supposed to get it after finishing some long quest xD
