I don't know if this is a bug, but I think this shouldn't happen. I was headind to Sam's Store at day 2 spring year 1, Noah arrived around 8:40 a.m. and Ben was already there. Sam lives only with Emily, so I guess she shoud be the only NPC that could possibly be there besides Sam before 9:00 a.m. (which is the opening time) or Eva, because she works there. In my print screen, it's Wednesday (the store is closed all day) and Ben is inside at 01:40 p.m. . Should this really happen?
