PC, Steam vers 1.1-1198. During the Cow Competition, the Competitors are wearing their Spring outfits. I also observed Suki wearing her swimsuit while watching me on the mechanical bull earlier in the event.

I'm afraid I don't have software to record, and in that save file I'm now in Winter and don't recall how to back up my save, or if I can even go back that far. No need to apologize for delay! It was a weekend and I'm sure you guys are busy 🙂
I'm in Year 3 right now, if that helps w/ trying to replicate this.

Update: New Year's Festival, Rafael is wearing his Spring outfit while playing Don't Drop the Balloon with me.
Nina is also standing on the railing.

Just to add, if you would like to record the screen, you can use a screen recording app like Bandicam or Quicki.com. If it's easier, you can also use the phone to record any issue. Thank you!

He is wearing his Winter outfit when doing sparklers with Pablo - it's only during minigames that characters seem to revert to their Spring outfits.

It does, and I didn't take a video, as I'm computer illiterate and couldn't figure out how to get recording software on my PC, and I don't have enough hands to also record on my phone during a minigame. It only seems to affect characters who are participating in the minigames, and in my experience, every time, it puts them back to their Spring outfits as soon as the minigame begins. The issue of Suki wearing a swimsuit while I rode the mechanical bull did not persist into Year 4.
