My town rank has been stuck at B rank for about a in-game year now. I’ve started paying closer attention, and Im always at 850/866.
Recently, I completed an errand that gave me 20 merit points, while I was 850/866, and the next day I didnt go up to rank A. My rank didnt move. Then, I won the harvest festival, I only did 1 mini game so I got 40 merit points, and I’m still at 850/866….
Its so frustrating can someone tell me if its weird bug or what?

Merit points have no bearing on town rank. You need to finish your museum.

Merit points are different than the points needed to increase rank. Merit points are used to buy items in the merit shop in the town hall.
The points you need come from things like donating fossils, fish, bugs, & artifacts. I think if you get a couple more of those you'll hit Rank A.
