It does happen every time, and only to the outdoor shopkeepers.

i actually managed to solve it!!!! kind of. same happens to me BUT there is a very specific spot that you can actually talk to them from - for the rancher it is behind his back. do some pixel hunting and you'll be able to find it. i do mean actual pixel hunting, this spot is v tiny

Same thing happens to me for all the shops. I've done it at random times and different days, but as long as the shop is open, they won't talk, just goes straight to the shop.
