When I hover over Ben's Caravan it says it is currently open, but when I go to interact with the caravan it is closed and Ben is not there. Other shops seem to say they are "closed today" correctly, when applicable.
Hover over Ben's caravan on the map, and go interact with the caravan in person on the same day, within the opening hours.
100% of the time I checked it (two separate in game days)
