I just start new game and complete essential resources and spring sesajen.
I didn’t receive both recycling machine and sugarcane seeds. So, I needed to quit the game and relaunch it after that I complete the offering and gained reward.

Same thing happened to me however I never recieved my recycling machine from saving and moving forward instead of restarting
