How to trigger mural offering and starlet expedition?

Hi, i can't seem to trigger the starlet expedition quest and the mural offering, is it connected to how i don't have my museum at A rank yet?

because i've been asking here and there and ppl told me you just need rank A town 🥲

as far as i know you just have to see the tonwrank A celebration cutscene, you wont get the letter immediately after that, it might take a whole week in-game

Does this include the mural offering as well?

for me it triggers around the lake area, near the temple
