In my current game:
I have 3+ hearts with all townies, and dating Wakuu. (only have the option to talk and hug him, and can only talk with the other townies)
It is Winter with Winter Fest going on.
Town rank is D.

You can’t do hangouts while festivals are going on. Wait until the festival is over. You will then get a prompt when you put your cursor over the character. Just make sure you don’t have a giftable object in your hand. It will show as “ask”.
