I love the ocean portion of the game and I have put my main focus on it since I unlocked it. When I did basically completed the healing the Coral treat in a couple of weeks and I got the rank up to A and even got my tail. Once I did that I wanted to try taking with the merpeople to advance there story hopefully and I noticed no one will talk to me. I even have some npcs that is the cook I think that I keep trying to introduce to and I can talk to him. So far the only ones I can speak to regularly is the king and the oracle. Sometime I can speak to the queen but even if the bubble shows up to click to talk it won’t go and there no prompt explaining why like when they are doing something. I also looks on the relationship bars and I see they are all still locked too no hearts are available and nothing. I know most are able to do this at this point and I want to advance to the sea farm but I can’t do anything right now. I also want the romance for the people too.

To be clear, it's not a bug - in the current 1.0 version ocean content ends after healing the coral tree.
Merfolk romance and NPCs are all being added in 1.1. If you're seeing people post about it now, it's because they're in the beta test of 1.1.

It is a bug that you can't talk to them. It isn't a bug that you aren't getting hearts.
