So i completed both mines and ocean quests and im at my first winter. What do you do after to rank up town or get more quests?

The mines do not help towards town rank. Just the ocean, the offerings, and the museum.

Complete recipes, fish , sea critters, insects, fossils, artifacts, gems etc collections , complete temple offerings
Donate everything to museum that you find that you didn’t donate

No. Like I said, ONLY ocean, offerings (heritage) and museum count towards town rank. In 1.1 we will also get attractions, which will count towards town rank.
