I received his letter and I've been showing up to the pier which is the diving area ( as far as I know) and it's not triggering. Tried by the lighthouse too. Am I missing something? I show up at 5 like it says.

I had this too, I have to recall, or look into it as I don’t remember how I got it to trigger.. maybe I can find out , bear with me here..

I have all the upgrades for the house and I triggered event #9 a few days prior. Is there a way to tell if I'm missing any?

Hmm. Is it winter? If it’s in winter it’s harder to trigger, and can’t be triggered on festival days as it’s on the beach and the winter festival takes place there.
There does seem to be a problem some people are having with it, although I haven’t actually played in a bit. I was tagged in another one too just a few days ago 🤣

As I said above make sure it’s on the right days, the right weather & even the right season and all pre -requisites are completed… I don’t know how many times I have to say this?
