I absolutely COULD NOT catch a swordfish at the docks, I couldn't even find one in that area. I would stand beside where Mayor Connor fishes for literally days and days at a time... but when I moved locations and stood beside where Zarah fishes instead, I immediately caught two in a row. Maybe I'm reading too much into it and it's just a coincidence, but try moving your location at the docks and see if that helps!
Other than that, just make sure you're in Spring or Winter, throw some large bait on your rod, and cross your fingers.

Yes, because those are two different places to fish. The ocean dock is by Zarah's boat. You were fishing at the ocean beach, and the swordfish doesn't spawn there

I wasn't at the ocean beach! I was just outside of Fishensips, where Mayor Connor fishes off the docks.
Here are some screenshots. First is the area to the right of Fishensips where I was originally trying to catch the swordfish for about 4 days straight in game, and never got one. Second image is where I moved to and actually began catching swordfish. Again, might not matter, might be a coincidence, but might not. I have noticed similar trends with other fish, but I could just be reading into my bad luck too much.
I had a very similar experience trying to catch a sturgeon for several days. When I fished off of the bridge right beside the farm, I could not get one, despite that being marked as River (Farm). When I moved down past the bridge onto the dirt path and fished from the side, I had no problem catching about 3 or 4 in one day. I have no real proof, but I suspect that your standing location influences spawn rates in the area itself.
