Crash happens upon loading the game 100% of the time as far as I'm aware the version should be the latest version available on steam the game loads and is playable on Xbox gamepass cloud streaming on this device so not sure why it won't work installed on gamepass or steam

What is your graphics card. This happens when people have integrated graphics cards, which are not supported.
It would work on cloud streaming because it's not using your computer's specs to run, just the imput devices (screen, K+M).
You're also only meeting the bare minimum of RAM, so I'm thinking your computer doesn't have the specs to run this game.

I believe the graphics info is in the picture. Also it is not a huge deal as I have a gaming pc which I will normally be playing on my partner is just visiting and using mine rn so I was hoping my old one would work temporarily

no, that's your CPU and RAM, you have to grab your graphics card info from your device manager
