I’m a bit confused by what you mean by incomplete. The main story is just kicking Pufferfish out of the island, which you can do in 1.0. If you’re talking about mermaids and that grouping of content, you still have a lot of content in the 1.0 release that could be seen as a complete game. They’ve never lied about the content within the game, as far as I’m aware. Would you call Stardew Valley incomplete before adding Ginger Island? Or BOTW incomplete without the DLC? I guess I’m just not understanding what you mean by “incomplete”
