I've had 10 hearts with Raf for a while now but still have yet to trigger the cutscene. I'm positive I've seen all the other heart events for him so I'm not sure what I could be doing wrong. Any advice would be appreciated!! TIA!

If you have the mid forest unlocked and you've seen all the cut scenes, one morning (not in winter) Raf will just show up one morning and take you on a date

In addition to what the others said, keep talking to him. I had ten hearts with him, mid-forest unlocked for almost the whole summer. Then he mentioned his oven being broken, and I said come over to my place to bake cookies. The next day I got the 10 heart event finally. Not sure if it's correlated, but someone on reddit suggested the same thing.
