Rep Steps:
Launch new game
Go to Settings > Mouse and Keyboard
Scroll down to "Switch next tab" or "Switch previous tab" and change either one to "E"
Click Apply
Exit Settings and reenter Settings
Change any key binding and try to click Apply, either by pressing "E" or with the mouse
Observe that switching tabs takes precedence over applying new settings
Exit game file and create new game
Go to Settings > Mouse and Keyboard and observe that creating new game transfers the issue, as key bindings are global.

Notes:
The problem persists when uninstalling and reinstalling.
If either 1) key bind changes were local to the game file rather than global or 2) apply was the priority over any other setting "E" might be bound to in the Settings menu, the problem would be solved.
The problem can be solved by the player when deleting the .sav files pertinent to key binds on both their device and cloud.
