When you use your Animal whistle, your horse won't get to you when it's in a fenced off area of the farm, or you're inside the area and the horse is outside, despite the gate being open.
The only workaround is walking farther away so it teleports to you. Or remove the gate altogether.
I kind of assume this is linked to the mechanic of animals being locked into their fenced off area to stop them from wandering around the farm even with an open gate, but with the horse it's a bit annoying.
Reproduction steps:
- Put the stable or ride your horse inside a fenced area with an open gate
- Walk outside the gate
- Use Animal Whistle to call the horse to you
