There are some fossils that only come from nodes you find on land and the other fossils that only come from nodes you get in the ocean. You do not have to finish shrine.

It's only open from 8 pm to 10 pm Tuesday, Thursday, and Friday
Also, if your scythe/pickaxe/hoe has the rare drop enchantment upgrade it to ~120%, check the wiki to see what type of fossil you're looking for, where to find it and focus on that area. I spent so long looking for the T-Rex and Mammoth skulls before checking the wiki and found out they're only found on land, so then I focused on breaking the sandstone, large rocks in the dig area and walked and tilled soil everywhere 😂
