The Community center doesn't have the chef's screcrow and I looked at the wiki that its at the empty cabin but I cant find it there 
Is there a season requirement for the cabin to sell it or is it a bug?

It's based off getting a badge/achievement/trophy like all of concernedmonkey's stuff.
I don't know if it's the cook 15 or cook all one though. I believe it's the cook every recipe one.
