I got Luke to 10 hearts in winter and never got a letter for his event to start. I’m in spring now and still no letter and I tried going to the location at the correct time and weather and isn’t working.
The same with Kenny’s 8 heart event I go to the forest ruin when needed to and it won’t trigger either. I’m on Ps5

You can't trigger his 10 heart event in winter
A lot of them don't trigger in winter at all so you'll need to wait until Spring. It might take a couple of days if you're just at the first day of Spring
