It you don't have it by the time you reach level 10 skill- and buy all the scarecrows (minus the DLC ones if you don't have those)- it's not in game

Yep just as Pix said, beside the decor stuff that shouldn't be in crafting list, you should be able to unlock all of the crafting recipe!
If there's some that you can't unlock, feel free to poke me, I'll check if it's bug or not
