I've been fishing in the ocean forest area for a couple of days now, using medium bait for the majority of that time, and didn't see a single sea cuke. I don't have the pc yet so I can't check the spawns there, but every wiki I've checked says it's supposed to spawn at all times in all seasons and weathers. I know it's supposed to be rare but legendary fish took less time to spawn!

I've gotten quite a few with a silver rod without bait in the area just outside the west gate of the farm.

Are you sure you’re in the correct area? Ocean forest is the area where the bridge to the giant village is.
