mayor hat questline issue

Hi all, I found the mayors hat for the quest, but I can’t pick it up. I’ve hit it with my axe, net, how… I’ve tried different times of day, and quitting and saving. What do I do?

It seems to be a little buggy, but from what I've seen some people had success with swinging the net at it multiple times (I'm assuming to inch closer to the hat itself?) until the prompt to pick it up appears. Varying success though

My friends tried it with hoe, so try to hit it with hoe and they able to take the hat after that
