according to the wiki it only shows up in mysterious coffers, make sure you're only checking those! i found that I was able to get several mysterius coffers from clearing the underwater caves

Yes I've been doing in ocean and in caves also I check the black market. No luck yet.

You can reload your save until you get it if you don't want to grind or waste the coffer.
