I thought I could buy osium kelp from Lings lab.. but guess not? So only way is to go diving and collect it?

is okay, once i got into rank c, i focus on museum (fish fossils gems artifacts) and some of them can be donate to the temple aswell, it'll rank up to B really fast
you can do artifacts and fossils first because they're easier to get

Yeah I got 4-6 different temple offerings I can submit soon but I am gonna submit them all at once
