I read that the cavern waypoint was supposed to be unlocked after reaching floor 15 of the earth mine, but I'm floor 35 and it is still locked...
Why is that?

Were you already past floor 15 by the time you met the goddess? If so you'll have to revisit floor 15 again, and the waypoint should be unlocked right after!
