Rafael heart events?

I’m at 4 hearts now with Rafael, maybe even 5 , I have to check, but I still have not had one heart event trigger for him. Does anyone know why?

I believe his first event is inside the Coral Inn by the beach, so try going in there in the daytime

after that they're pretty much all around the blacksmith
