Steam is always going to be ahead of the other platforms due to the fact that GamePass has to be approved by Microsoft (as well as Sony for PS5, and Nintendo for Switch). Steam doesn't screen updates so game dev studios can push out updates as many times as they want.
That being said, in actuality the version number will always be different, even if all the updates match due to the platform running on a different build.
Is it a different scenario if you purchase the game? What I mean is if you purchase vs. playing free on game pass, do you still have to wait for the updates?
Sorta. Steam uses a different build from PC Gamepass, which also uses a different build from XBox Gamepass, which uses a different build from normal XBox play, which uses a different build from PS5.
Builds are always going to be different due to being on different platforms. As for the updates themselves, Steam currently seems to be the most stable and current. (obviously depending on your computer specs)
what about a way to migrate a save from gamepass to steam? Is it possible?
There are some underhanded ways that was available during early access, but now there's a likely risk that the save file will be corrupted, possibly due to version compatibility issues. So it's highly not recommended.
We have a post for those transferring to steam to do NG+ and get starting money, there's 5k, 25k, 500k, 20 mil and 40 mil.
These files are not at risk of corruption and allows you to start over with gold so you're not completely screwed

Probably won't be able to officially sanction it, since those EA saves are meant to be for EA players exclusively. But you're free to keep sharing it.
